Makers like Terry used smaller wheels or a smaller front wheel to avoid problems with frame geometry that occur when the frame gets too small for the wheels toe clip overlap and some steering issues, if I remember right. I am not short enough to have personally experienced these issues, but some of my 3 petite friends were early adopters of b for this reason.
