While I can certainly understand wanting to try a carbon 27 1 1/4 tires, given the price range you want to stay in I would seriously consider an aluminum frame with better specs.
I know that carbon has its advantages for strength to weight and stiffness but alloy frames nowadays are not exactly flexy, heavy, and unresponsive. If you got a lower end build with a carbon frame the wheels will be entry level and the flex and weight of the wheels will make the advantages of the stiff frame just about null.
Get yourself a alloy frame with the upgraded wheel package like what was mentioned in the previous post. A nice set of lite, stiff wheels with higher engagement helps improve the ride on any bike.
